The Directorate of School Services is the backbone of the Universal Basic Education system. This is because all activities regarding basic education i.e. ECD/Nursery, primary and junior secondary schools, as well as the recently transferred private schools in all the 27 LGEAs are overseen by the Directorate.
The Directorate of schools services is also responsible for coordinating Special Needs Education, UNICEF activities, Teachers’ Professional Trainings, workshop/seminars and other in-service training for teachers. Furthermore, the integration of Almagiri Education with formal education is also overseen vide the Directorate. Activities of International Donor Agencies such as the UNICEF, Safe the children, C. Plan, ECR, USAID etc. are all coordinated through the Directorate.
The Directorate of Quality Assurance is charged with the responsibility of monitoring, supervision and inspection of Nursery, Primary and Junior Secondary Schools in the State.
The main objective and objectives of the department is to improve standard through Quality Assurance/control in the delivery of the quality basic education to the citizenry.

The department has one (1) Area Inspector of Education (AIE) in each of the 27 LGEAs across the State and has seven (7) zonal offices, each coordinated by zonal coordinator namely:
The Directorate of Finance and Accounts is basically responsible for records keeping all funds received and expended by the Borno State Universal Basic Education Board. The Board maintains 15 different Accounts with 10 different Banks.
The major source of funds of the Board is the Grant received from Universal Basic Education Commission (UBEC).
Department of Planning Research and Statistics is saddled with the responsibility of data collection, collation, analysis, monitoring and supervision of projects.
The Department is headed by Director, one Deputy Director, assisted by two Engineers, one builder, two technical officers and ten supporting staff.

The Department of Social Mobilization was established in the SUBEB on the January, 2019 with a view to the UBEC requirement to provide qualitative Basic Education to all children under the Basic Education sub-sector and also the desire to get every stakeholders in the education industry to participate in the provision of basic education which prompted the establishment of the department of Social Mobilization.
The department was assigned with the responsibility of creating awareness and public enlightenment on the importance of UBE programme and the need for every stakeholder to be involved in making it successful.
